A new 135,000 square foot Target building to employ about 200 local people is set to open in Inver Grove Heights in July.

“The new store, located at South Robert Trail and Highway 55, will offer guests the everyday essentials and exclusive brands they have come to expect from Target,” according to a press release.

The new store will also include a selection of fresh produce, fresh packaged meat and pre-packaged baked goods.

“Target is pleased to open its first store in Inver Grove Heights, making it the eighth in Dakota County,” said Bryan Everett, Target’s senior vice president of stores in the Midwest region. “Target is proud to expand its presence in the state where it originated. Attracting New Development in Inver Grove Heights: Trickier Than It Sounds?

Is Inver Grove Heights well-positioned to attract new businesses and development, or is it hindered by unique obstacles that discourage commercial growth?

The answer is both, according to a bevy of city officials and community members.

This year, Inver Grove Heights took several steps that local officials say will help the city improve its “business-friendly” image, including the re-establishment of an Economic Development Authority, a $1.25 million deal with a developer that brought Target to town and the hiring of a consultant to update the Concord Boulevard redevelopment plan.

As the economy improves, Community Development Director Tom Link hopes the the city’s recent efforts will bear fruit for the city’s business community. But he and other local officials say the city still faces some innate challenges that impede its hunt for new development.

Chief among those, according to Progress Plus representative Ellen Waters, is Inver Grove Heights’ own geography. Progress Plus, which is not affiliated with the city, serves as a link between city officials, the River Heights Chamber of Commerce and prospective developers or entrepreneurs looking for more information about the city.

Update: New Jobs Coming to South St. Paul!

The sound of bulldozers and hammers filled the air last week in South St. Paul as construction commenced on two new projects that will bring approximately 250 jobs to the community. The long-awaited redevelopment of the South St. Paul stockyards began with the start of work on a new 126,111 square foot industrial building. BW Systems, a St. Paul-based manufacturer of electrical systems, has committed to lease 32,000 square feet in this state-of-the-art facility located very near I494. Additional manufacturing tenants are expected to join BW Systems soon and the building will be ready for occupancy by August 2012. Construction of two other buildings will eventually complete this project.

The developer of this project, Interstate Partners – Minnesota, worked closely with the City of South St. Paul and the South St. Paul Housing and Redevelopment Authority to complete the project. Greg Miller, President of Interstate Partners-Minnesota, said, “This will be the first new office/warehouse building developed in the area in quite some time. It is well located, very functional and well constructed. It gives growing and successful tenants in the region an attractive alternative to the older space currently available in the market.”

Just a few blocks away, on Hardman Court, construction on another new building was started.. This 14,000 square foot building will be home to a law firm and the headquarters of an existing South St. Paul business that needs additional office space.

South St. Paul Mayor, Beth Baumann, commented that, “These two projects represent the start of a new era of investment in our community. The completion of the Wakota Bridge and the improving economy ,create the opportunity for South St. Paul to attract significant development, jobs and tax base. Businesses and developers tell us repeatedly that our location adjacent to I494 and availability of land for development make us an ideal location.”

Target Applies for Building Permit, Begins Construction

City Adminstrator Joe Lynch says the retailer is planning winter construction for the new, 135,000-square-foot store.

The building permit application is in, and machinery is on the move at the site of a new, 135,000-square-foot Target store west of South Robert Trail in Inver Grove Heights.

And both of those are good signs as far as City Administrator Joe Lynch is concerned.

“We understand that they’re going to do winter construction, so in a matter of four weeks or so, we’ll see things starting to rise out of the ground,” Lynch said late last week.

Selling two city-owned parcels of land could help retire the golf course’s construction debt, city officials believe.

Progress Plus Welcomes Target to Inver Grove Heights

August 29, 2011, Inver Grove Heights, MN -  Inver Grove Heights will soon be home to a new 135,000-square-foot Target store and other new retail in Argenta Hills.  Progress Plus and the River Heights Chamber of Commerce supported the City of Inver Grove Heights in providing $1.25 million in Tax Increment Financing for site improvements as part of the deal.

Argenta Hills, near the intersection of Highway 55 and Robert Street, will ultimately include more than 350,000 square feet of retail and nearly 50 homes.

The agreement between the City and the developer, Inver Grove Heights Investment, LLC, will spark $15 million in private sector investment.  “As an organization focused on marketing the community to businesses looking to expand or relocate, we are excited to welcome Target to the Argenta Hills project and believe it will ultimately attract more development to the City,” said Paul Nelson, Chair of the Board of Progress Plus.

Progress Plus is the economic development partnership for Inver Grove Heights and South St. Paul.

El Loro Mexican Restaurant Plans July Opening in Inver Grove Heights

Alex Gomez, the co-owner of El Loro Mexican Resturant in Burnsville, hopes to open another El Loro locally by the middle of July.

On July 15, Gomez plans to open an El Loro Mexican Restaurant in a strip mall off Blaine Avenue, if the Inver Grove Heights City Council OKs a liquor license at a public hearing scheduled for June 27. The restaurant, located in the space formerly occupied by Baja Sol, may open as early as July 15, Gomez said.

The 5,300 square foot storefront, located near other large attractions like the AMC movie theatre and Gertens, was the perfect location for El Loro’s newest venture, Gomez decided.

“Inver Grove Heights doesn’t have a Mexican restaurant, so I figure there’s a need for a Mexican restaurant in the city, so [residents] don’t have to drive to West or South St. Paul,” Gomez said.

Public Hearing On $1.25 Million Argenta Hills Deal Delayed

A public hearing on a proposed, $1.25 million dollar deal between the city and MGT Development has been postponed from today, June 13, until June 27.

Under the terms of the proposed agreement, MGT would construct roughly 150,000 square feet of commercial development and complete site improvements, including paving, landscaping and on-site lighting.  In return, the city would pay for roughly $1.25 million of the $2.2 million cost to install those site improvements.

Council Approves Amended Purchase Agreement With Cameron’s Warehouse Liquors

Relief and satisfaction were clearly audible in George Cameron IV’s voice at the Inver Grove Heights City Council meeting last week.

There, Cameron thanked the council for unanimously approving an amended purchase agreement and the final platting that will allow his 115-year-old business, Cameron’s Warehouse Liquors, to relocate back to Concord Boulevard.

“It’s been a family-owned business for 115 years, which seems like a long time to show up for work every day,” Cameron quipped. “But the most important thing is the 115 years of support from our customers.”

Progress Plus Region Awarded $88,000 Planning Grant


The Metropolitan Council awarded both Inver Grove Heights and South St. Paul planning grants to help develop a new future for the Concord Boulevard corridor all the way from I494 to 68th street.  The grants support activities that will lay the groundwork for successful development implementation.

Pre-development grants are awarded for activities such as market studies, zoning controls and model ordinances, stormwater management plans and more.

Inver Grove Heights received $48,000 to help determine market feasibility and develop design guidelines for redevelopment in the heart of the Concord Boulevard Neighborhood, which has been impacted by major roadway reconstruction in recent years.  In the future, local officials expect public investment to attract private investment and promote more intense land uses, reinvigorate the neighborhood, incorporate connections to major recreational amenities, increase housing choices and promote housing and business development.

In South St. Paul, the Metropolitan Council awarded $40,000 to create a redevelopment plan for the South Concord Corridor from I-494 to the south city limit to incorporate mixed uses. The city wants to provide pedestrian connections to existing residential areas, regional trails and transit service areas and new residential development opportunities.

Environmental Assessment Grant Funds and Low Interest Cleanup Loan Funds Are Available

South St. Paul HRA
The City of South St. Paul Housing and Redevelopment Authority (HRA) has been awarded two Community-wide Assessment Grants totaling $300,000 by the U.S. Environmental Protection Agency (EPA).  The grant funds, along with matching funds from the HRA, will be used by the HRA to conduct Phase I Environmental Assessments, Phase II Environmental Investigations and Asbestos Surveys.  The funds are intended to help address environmental issues, facilitate real estate transactions and promote redevelopment throughout the community.

The Community-wide Assessment Grants are available through September 30, 2012.

In addition, the HRA received $1.0 million from EPA in the form a Revolving Loan Fund (RLF) grant.  The RLF funds and matching funds from the HRA will be available in the form of low interest loans to property owners, prospective purchasers and developers to help pay for a variety of environmental cleanup activities.  The HRA will provide any interested party with an application form upon request.

A new, wider Wakota Bridge opens in early July

A headache for Dakota and Washington county drivers is nearly over. Construction of the new bridge — overbudget and snarling Interstate 494 at U.S. 61 for seven years — will be complete early next month.

When Lyle Jacoby joined the Wakota Bridge Coalition, he envisioned driving his restored 1929 Ford Model A over a new river crossing.

That was 20 years ago.

‘We’re almost there,’ Jacoby, 76, of Inver Grove Heights said while standing on the bridge during a Minnesota Department of Transportation tour this month.

The two-span bridge, which carries Interstate 494 traffic over the Mississippi River between South St. Paul and Newport, is scheduled to be done in early July — nearly three years later than originally planned. Its final cost will hit nearly $114 million, almost twice the initial estimate.

Reconstruction began in 2003, but mistakes on the westbound span caused a halt to the project, a dispute and a reletting of bids.

Though the bridge is poised to open, many agree its journey has been frustrating. Lawmakers remain critical of MnDOT, saying the project was mismanaged and lacked oversight and its final costs are outrageous.

“It’s a long time coming. And it certainly is welcome,” said Sen. Katie Sieben, DFL-Cottage Grove. “I like to think that this is a perfect example of how not to build a river crossing.”

Rep. Joe Atkins, DFL-Inver Grove Heights, told lawmakers in 2008 that research shows the Wakota Bridge is the state’s worst project in terms of cost overruns and delays and among the 10 worst in U.S. history.

“I’ll tell ya, if good things are worth the wait, then this should be a great thing,” he said recently.

Scheduled to

open fully to traffic next month, small details — such as landscaping and cleanup — will linger until fall.

Unlike the old steel truss bridge’s arcs and beams that blocked the river view, the new bridge and its pedestrian walkway were designed with the vista in mind.

“It’s an amazing, amazing design,” said Mary McFarland Brooks, a MnDOT spokeswoman. “It’s just beautiful because there’s nothing that interferes with your sightline of the river. And underneath it, it’s almost like a cathedral. … It has these big, huge cathedral arches.”

At five lanes in each direction and 466 feet long, the Wakota Bridge is the widest and eighth-longest in the state, according to MnDOT, and is expected to last 80 years. Its strength comes from rods within and piers beneath, McFarland Brooks said. The cast-in-place concrete design — without the overhead beams — was innovative and reflects a new style of bridge building, she said.

NOT DESIGNED FOR INTERSTATE TRAFFIC

The Wakota Bridge was identified in 1989 as a critical river crossing that needed updating.

Built in 1959 with two lanes in each direction, the span was named after the counties it connects: Washington and Dakota. Part of a major truck route, it is the only river crossing between St. Paul and Hastings.

The bridge, at the junction of I-494 and U.S. 61, was never intended to handle interstate traffic and was added to MnDOT’s to-do list as the average daily trips increased, McFarland Brooks said.

Congestion became a daily problem.

Project planning began in the mid-1990s, and the first shovels hit the ground about seven years ago.

Reconstruction of the bridge was part of a greater regional road project, which included widening U.S. 61 from four lanes to six through Newport and rebuilding I-494.

Streets in Maplewood, St. Paul, South St. Paul, Newport, St. Paul Park and Woodbury also were improved to better handle traffic along I-494 and U.S. 61 access points.

Overall, the entire project was to cost about $250 million. The final price tag looks more like $300 million. The original reconstruction was to take four years, with both east- and westbound spans to open in late 2007.

HAIRLINE CRACKS STOP WORK

A major delay in the bridge’s construction began in September 2004, when construction stopped. Workers had noticed an inordinate amount of cracking — each line the width of a piece of human hair or thick thread — in support sections under the new westbound span’s surface.

Officials determined the designer, Kansas City-based HNTB Corp., incorrectly assumed the weight of the bridge would be distributed equally among the supports.

The cracking span had to be retrofitted and fixed. The yet-to-be-built eastbound span had to be redesigned.

In November 2006, Black River Falls, Wis.-based Lunda Construction and MnDOT tried to renegotiate the construction of the eastbound span. Although Lunda’s original contract estimated a $25 million cost, the company wanted between $56 million and $59 million.

The agency decided a month later to drop Lunda and rebid the bridge’s second span.

More than a year later, the work ended up back in Lunda’s hands. In January 2008, the company was awarded a $60 million contract to build the uncompleted eastbound span of the bridge. The contract amount was more than twice the original estimate.

“The chief thing that bothered me about everything … is it took them forever to renegotiate the contract,” Atkins said. “And then they ended up hiring the same contractor — at a higher price.”

State lawmakers held hearings on the projects and Lt. Gov. and then-MnDOT Commissioner Carol Molnau told them she would likely seek more than $50 million — the difference between the project’s original estimated cost and current projections — from designer HNTB. Third-party mediators awarded the state $20 million in late 2008.

Though the project has been widely scrutinized and its execution criticized, MnDOT officials stand by their work.

“Any time you’re going to try to look ahead and incorporate something that appears to be a new and more efficient way to move traffic, there’s going to be a learning curve, I guess you could call it, that you and your staff will go through,” McFarland Brooks said. “But I don’t think that will prevent the agency from trying new things. … Innovation is the only way we’re going to be able to deal with congestion and traffic that we have in these areas.”

MnDOT officials often are asked how the new Interstate 35W bridge could have been constructed in a year and why other projects can’t be completed so quickly.

The comparison is unfair, McFarland Brooks said.

“You pay for that speedy process. … And (the 35W bridge) collapsed, so we had international attention on that bridge. So there was a sense that it was vital, that it was critical, that we replace that with a safe and significant bridge in as short a span as possible,” McFarland Brooks said. “It’s difficult to compare the two. In this one, we had a bridge.”

BUSINESSES SUFFERED

The project has had a significant impact on local businesses, Sieben said.

The Maxwell Avenue exit, which once shuttled eastbound drivers to a Newport commercial area, has been closed since 2005, for instance.

Where Newport used to have several access points along U.S. 61, there is now just one. As part of the U.S. 61 redesign, three stoplights were removed. Glen Road now provides the only access.

“I think those of us in business in Newport were falsely under the impression that when our little portion of the project finished that business would be back to usual. We’re just now back to the level (of business) prior to 2002,” said Mary North, who with her husband owns the Newport Center, a shopping complex that includes their North Pole Restaurant and Newport Drug.

“I don’t think any of us realized how significant it would be and the length of time it would take,” she added.

North said their businesses survived because they’ve garnered loyal customers over the years. Other neighboring businesses — some newer, some that might have been struggling already — weren’t so lucky, she said.

During the project, no new businesses replaced those that closed, and North said she hopes the end of construction will signal a new growth in local business.

Sieben agreed that business slowed significantly, which had a ripple effect for the local economy and residents.

McFarland Brooks conceded the Transportation Department never intended for the project to take so long, and “We deeply regret the impact it’s had on those businesses.”

But there’s always a catch with major road construction projects, she said. Officials could choose to close a road entirely to finish a project more quickly, which local businesses would probably oppose, or they could choose to leave roads open and work around traffic, which extends the project timeline significantly.

In this case, MnDOT tried to work closely with the businesses, even buying food and products from them to ease the pain a little.

“This is the biggest project we’ve done in the east metro and it’s going to serve that area for years to come. It’s going to serve retail and businesses that are not there yet,” McFarland Brooks said.

“If you build it, they will come.”

SQUEAKY WHEELS

The Wakota Bridge Coalition, which has been shepherding this project for nearly two decades, is hoping the new bridge will help retain existing businesses and attract more.

“We have a lot of land waiting to be captured,” said Jennifer Gale, president of the River Heights Chamber of Commerce, which oversees the coalition. “We’re hoping the bridge will be a gateway to future development.”

Concerns about safety and congestion spurred the River Heights Chamber of Commerce — then called the Inver Grove Heights-South St. Paul Chamber of Commerce — to form the coalition in 1990.

Its first meeting consisted of about a half-dozen chamber members huddled around a table at the old Drovers Inn in South St. Paul.

“There were huge (traffic) backups on both sides of the river, and we were just trying to decide what to do about that and who was going to get involved,” said Jacoby, who owned a paving company at the time.

In those early days, Gale said, the group worked to drum up legislative support for a new bridge, both locally and in Washington, and was instrumental in getting the project moving and funding approved.

Through the years, the coalition worked with MnDOT during monthly meetings to provide input on everything from bridge design to construction materials and aesthetics.

“They’ve kind of been the watchdog for the project in terms of working with MnDOT,” Gale said.

Jacoby, who served on the coalition’s aesthetics committee, is the only original member still serving.

“I’ve seen a lot of faces come and go,” he said.

The small group grew into a regional network. And it was the coalition’s work that fast-tracked the Wakota Bridge, Washington County commissioner Myra Peterson said.

“What it says to me is that, quite honestly, the squeaky wheel is the one that gets the grease,” said Peterson, a coalition member. “You want something done locally, you put in the effort.”

UP NEXT: COMMUTER RAIL

As the bridge nears completion, that local effort will turn to the Red Rock rail corridor, the region’s next big transit project — and one whose development was slowed because of the Wakota Bridge.

The Red Rock commuter rail would be the second of its kind in the Twin Cities after the North Star Rail, which began service in November.

Rail lines in the Red Rock corridor roughly would follow U.S. 61 and Interstate 94, connecting Hastings to St. Paul and Minneapolis.

Officials have been planning the rail corridor for more than a decade, but action has been slow-moving. Most recently, Washington County bought the former Knox Lumber site in Newport — at the southwestern corner of U.S. 61 and I-494, just off the east end of the Wakota Bridge — which would be a transit station for the Red Rock corridor.

Substantial work on the rail corridor could have begun years ago if not for the delayed bridge work, Sieben said.

“It’s a pretty tangible example of how the slowdown in the area, because of the bridge, has affected the region,” she said.

A commuter rail in that area is needed sooner than later, said county commissioner Peterson, who chairs the Red Rock Corridor Commission.

Based on census data and predictions that the area’s population will grow by 100,000 in the next 20 years, Peterson and others say there has to be another way to handle traffic and commuters.

The bridge was built to accommodate future rail service. Planners had no way to further extend road capacity, but there was room to add more train tracks under the bridge at U.S. 61, Peterson said.

“It’s exciting to have (the bridge project) done,” she said.

“But the unfortunate thing is that by 2020, if the population is what we anticipate, we will probably have an intersection that is congested again.”
